RIO CLARO

Location of Rio Claro in Trinidad and Tobago.Rio Claro is the largest town in southeastern Trinidad, in Trinidad and Tobago. Rio Claro lies east of Princes Town, west of Mayaro and northwest of Guayaguayare. It serves as the major commercial centre for southeastern Trinidad. It lies in a primarily agricultural area. It is the seat of the Rio Claro-Mayaro Regional Corporation

History
The town was named for a small stream, which was named Rio Claro by Spanish surveyors in the 1770s. A "rest house" was built there in 1850 when a road was cut from Mission (now Princes Town) to Mayaro. As cacao planters settled the area, the village on the banks of the Rio Claro came to be called by that name. When the Trinidad Government Railway extended its line to this village in 1914, the name Rio Claro was formalised.

Rio Claro currently has two secondary schools and 9 primary schools.

The swearing-in ceremony of councillors and aldermen was held yesterday morning at the Corporation's building at High Street, Rio Claro.

LOCAL GOVERNMENT

Historical Overview

Local government in Trinidad originated with the establishment of the Spanish Cabildo in St. Joseph, in the 17th century. The Cabildo had extensive powers and dealt with matters of both Church and State. For example issues such as levying of duties and taxes, supervision of markets, the repair of streets, health and scavenging were under the control of the Cabildo.

When the British took over Trinidad in 1797, the Cabildo, which was moved to Port of Spain in 1783, was replaced by the Town Council which introduced limited represented government in 1840. In 1889, the Port of Spain Town Council was abolished and replaced by Commissioners under a body corporate called the Port of Spain Commissioners. Ordinance No. 19 of 1907 abolished the Commissioners and replaced them by the Town Board. The Port f Spain Corporation came into being in 1914 by Ordinance No. 24 of 1914.

San Fernando was given Municipal status by Ordinance No. 33 of 1845, which provided for a Town Council. In 1854, the Council became known as the San Fernando Corporation. Arima became a Borough by Royal Charter in 1888.

More recently the Point Fortin Borough was created by Act No. 12 of 1980, the City of San Fernando by Act No. 26 of 1988 and the Borough of Chaguanas by Act No. 21 of 1990.



COUNTY COUNCILS

County Councils were established in June 1945 by Act No. 18 of 1945. These councils had no executive powers and acted only in an advisory capacity. Ordinance No. 9 of 1952 gave county councils executive powers and made them local authorities for the areas comprising their electoral districts.

Regional Corporations were established by Act No. 21 of 1990. This Act was amended by Act No. 28 of 1991, and further amended by Act No. 8 of 1992. The County Councils were replaced by Regional Corporations. Each Regional Corporation represents a region, for example the Region of Laventille.

ORGANIZATIONAL BACKGROUND

The Mayaro/Rio Claro region is the most south easterly municipality with a population of approximately 48,000 citizens spread over three administrative districts: Poole, Mayaro and Biche/Rio Claro. The region is further sub-divided into six electoral districts – Rio Claro North, Rio Claro South, Ecclesville, Biche/Charuma, Mayaro/Guayaguayare and Cocal/Mafeking/Plum Mitan.

The region possesses an abundance of beach front and the largest reservoir of natural gas and crude oil along its eastern coast. Employment opportunities vary from agriculture, fishing and logging to a variety of small business institutions.

The Corporation’s area of responsibility spans eight hundred and fifty three square kilometers i.e. 853 km2 and comprises thirty nine (39) discrete communities. It is the second largest landmass of any Regional Corporation in Trinidad.

The Mayaro/Rio Claro Regional Corporation is committed to providing quality services and resources to the environs of its regions. The Corporation is governed by the Municipal Corporation’s Act No. 21 of 1990 and is one of fourteen such bodies under the Ministry of Local Government.

FUTURE PROJECT
One of the future endeavours of the Mayaro Rio Claro Regional Corporation is to transform the present car-park into a promenade. A vision directly influenced by the Chairman to facilitate the improvement of this aspiring town. Located at the centre of Rio Claro would be a place of serenity and relaxation which would impact on socialization within this already harmonious community. However this development is pending on the relocation of the fire station, which would house the new two storey car-park for both public and private transport. A potential and ideal site for the new fire station would be the corner of Tabaquite/Rio Claro Road and Rio Claro/Mayaro Road.
